This paper presents the main lines of the CITES convention and analyses in detail the serious problem that this task falls within the competence of the Ministry responsible for Trade and not the one in charge of environmental matters, an issue that obstructs its effective implementation of CITES. At the same time, contrasted alternatives in favour of biodiversity are proposed.
